The Demise of the 28-Clause Peace Proposal for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe felt a moment of respite on Monday, as the diplomatic emergency caused by the announcement of a new comprehensive peace framework for achieving ceasefire appeared – momentarily – to have been defused. A American diplomat spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its retaliation: another massive barrage of missile and drone strikes on Kyiv.

The Rhythm of Peace Talks and Military Action

The chain of opposing developments captured the grim essence of the current period. By day, political struggles are conducted: optimistic declarations are issued from various governments. Considerable effort is allocated on containing certain initiatives. By night, Russian leadership forcefully demonstrates the world that, for them, war remains the primary tool for achieving "peace".

Nocturnal Warfare

As the offensive developed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was revealed. Ukraine is capable of detecting missile launches from Russian territory, a capacity afforded by up-to-date information. From observation points, Ukrainian air force fighter jets that had been dispatched to intercept incoming cruise missiles streaked across the sky – advanced fighter aircraft provided to Ukraine by European allies.

Moments later, Kyiv's anti-aircraft weapons engaged: defensive missiles deployed against a hostile projectile. This was a modern interception technology at work, probably supplied through Western nations. Every launch jolts you unexpectedly, shaking the windows. The brief panic quickly transforms into sober acceptance: perhaps the incoming missile won't hit its mark this time, sparing the city from catastrophe and further power outages.

Ongoing Risks

Following this, a automatic firearm engaged a aerial vehicle in the vicinity, part of a defensive team – almost certainly Western-made equipment. Sadly, the projectiles didn't strike the opposing UAV – it maintained course toward its objective.

Periodically, this continued until dawn. Kyiv awoke to the morning news: seven people killed, destruction and heating outages in many homes as a result of the night's assault. As always, everyone still went about their day – experiencing conflict. But those entire period demonstrated Ukraine's critical military reliance on international aid – a dependence that neighboring countries are demonstrably unable to fill in the short term.

Unsuccessful Negotiations

The comprehensive proposal from American leadership generated strong feelings, controversy and profound anxiety – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and international summits.

Every new proposal from US leadership follows the same pattern: a political offensive against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They manage the tension but never actually secure success. This pattern will, no doubt, continue.

Tactical Assessments

It is convenient to criticize particular leaders of repeatedly advocating Russian terms. But that does not seem to be the complete picture. American leadership works based on a principle familiar among international relations experts: you cannot win at the negotiating table what you have lost on the battlefield. The US administration assumes that it is impossible to compel Moscow to relinquish the land that it presently holds in Ukraine's occupied territories.

The issue is that while recognising this factual reality, Washington does little to deter Moscow, through diplomacy or military means, from assuming that the current condition will not change more in its advantage in the months ahead.

Opposing Positions

Therefore, Moscow is convinced that duration works to their advantage – that Ukraine and its partners are coming close to fatigue. Their motivation to sign a deal that does not give them the largest achievable advantage is virtually nonexistent. There may be multiple initiatives to stop fighting, but they will continue as long as Russia's government remains supremely confident in the result.

On the contrary, Kyiv believes that Ukraine can still hold out, gradually sacrificing civilians and areas but preventing a complete military breakdown until circumstances change in its favour.

Current Realities

Objectively, there are no real preconditions for a armistice. Now, personal considerations are becoming relevant: political desires to broker a ceasefire and achieve global acclaim, and Kyiv's double obstacles – on one hand, not to alienate a key ally, and on the other, to unite the population around the flag against any plan Kyiv finds unsuitable, so that their priority does not switch to domestic problems. And although their objective will now be much harder after recent developments, it remains highly unlikely that this will modify their basic position.

These conflicting dynamics are driving the talks.

Assessment and Future

It took a just a single week to eliminate the proposed articles of the latest plan. Assertive and inconsistent approach of the matter by US administration, resistance by Ukraine and the remaining European nations, along with soothing efforts of negotiators, and finally, latest revelations, all achieved their purpose.

While new proposals based on previous concepts are imminent, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are based on Russian demands and show specific hesitation to alter the situation, if they remain united and enhance their military capacity at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the coming months, primarily depend on ongoing international assistance.
